octave-pkg-dev software package provides infrastructure to build Octave packages, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install octave-pkg-dev
octave-pkg-dev is installed in your system.
Make ensure the octave-pkg-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep octave-pkg-dev *
You will get with octave-pkg-dev package name, version, architecture and description in a table
